About Us Our Mission and Team Beginning in 1965… As part of the national network of Community Action Agencies (CAAs), The Community Action Agency of Western Connecticut (formerly The Committee of Danbury (CACD)) has a long history of helping low-income families and individuals overcome poverty and improve self-sufficiency. CAAWC is one of eleven Community Action Agencies in Connecticut and serves Northwestern Fairfield and Litchfield counties.
